01 — THE SHORT ANSWER
If it's commercial, assume a permit. Plan for it; don't fear it.
Rules vary by state and county, and some states exempt certain agricultural structures — but a commercial greenhouse with power, water, and employees inside is a building, and most counties treat it like one. The good news buried in that: permitting is not a judgment call. It's a checklist, and every item on it is knowable in advance. Projects don't die at the permit desk because the desk is hostile — they die because someone shows up with a brochure where the engineering should be.
